How does UAE government procurement work?

Short answer: UAE government procurement runs at three levels — federal (UAE-wide ministries), emirate-level (Dubai, Abu Dhabi, Sharjah, etc.), and government-affiliated entities (Mubadala portfolio, ADQ portfolio, Dubai Holding). Each has its own vendor registration and procurement process. Cycles run 6–18 months; formality is moderate to high; local presence helps materially.

  • Federal: typically managed through individual ministry portals.

  • Dubai: Dubai Government suppliers portal.

Registration takes 4–12 weeks. Required documents typically include trade license, audited financials, tax compliance certificates, reference letters.

Local presence + Emiratisation

For larger procurement, factors that affect competitiveness:

  • Mainland UAE entity for selling directly to mainland government (some entities accept free zone vendors via service agents).
  • Emiratisation rate (% Emirati employees) is increasingly scored.
  • Local content commitment is sometimes scored.

UAE government procurement is generally less onerous than KSA equivalent — but still favours vendors with credible local presence.
